Teamster Center Services (TCS) is a Taft-Hartley Trust Fund that provides behavioral health-related services to eligible plan participants of its member welfare funds. Our Employee Assistance Program (EAP) adds significant value to your benefits package and, at the same time, performs essential services that will save your fund time and money.
From our offices in Manhattan’s Chelsea district, TCS serves nearly 29,000 families in the New York Tri-State area, making over 1,000 referrals a year for behavioral health treatment.

Assistance for
Members in Crisis
If you have a member whose job performance is being affected by depression, addiction, anger issues, family problems, loss of a loved one, or any other personal condition, have them call us. Our staff of caring and compassionate professionals will work with them to address their situation and recommend the next steps.
Substance Abuse Professional (SAP) Services
When one of your members fails a drug test, TCS will manage the return-to-work process from start to finish. Our certified Substance Abuse Professional (SAP) will perform the necessary evaluations required by law, prescribe a course of treatment and aftercare, and monitor the member’s compliance throughout the process. The SAP will act as a liaison between the union and employer, apprising all parties of the member’s progress and eventually approving his or her return to safety-sensitive duties.
Admission Consultation and Case Management
TCS helps funds control their health care costs by serving as the case manager for inpatient and day hospital behavioral health admissions. In this role, we regularly steer plan participants to high-quality in-network and/or TCS-contracted facilities. We also monitor patient progress to ensure they are receiving an appropriate level of care within a reasonable time period.
TCS Treatment Network
TCS has contracts with a variety of inpatient and outpatient behavioral health facilities throughout the New York/Tri-State area to offer our member funds rates that are substantially lower than the rates of other networks. For self-insured funds that elect to pay claims directly, TCS-contracted facilities can bill your fund directly to ensure that your fund receives 100% of the savings.
Cost-Saving Opportunities
In addition to its network of facilities and treatment programs, TCS participates in two national labor coalitions which brings the buying power of those two groups to TCS member funds without the extra cost of membership fees.
Consultation Services
TCS offers consultation services for both unions and employers on a variety of workplace issues including drug-free workplace compliance and assisting employees with behavioral health issues.
One Flat Fee
The TCS fee structure is straightforward. Member welfare funds pay a flat, monthly, per-member fee for access to our entire portfolio of services. The fee is the same across the board for all funds regardless of the number of services a fund elects to utilize. There are never any hidden fees or extra charges for membership in TCS.
